National Affairs
• Senior IRS officer Parvinder Sohi Behuria has been appointed as the new secretary general in National Human Rights Commission (NHRC). Behuria, a 1977 batch IRS (Income Tax) officer, is presently member (Revenue) in Central Board of Direct Taxes (CBDT) under the Department of Revenue. Her appointment came following retirement of Ashok Sahu, a 1975 batch officer of Indian Economic Service.

• Rapid Action Force academy of Public Order (RAPO) has been inaugurated by Union Home Minister Sushil Kumar Shinde in Meerut, Uttar Pradesh.
The academy is India’s first police academy for public administration, riot control, crowd management, disaster management, human rights, media management and public order management. Paramilitary Central Reserve Police Force (CRPF) will run this academy in its 108th battalion campus of the Rapid Action Force (RAF).

• A broad range of bilateral issues were discussed during the seventh India- Republic of Korea Joint Commission Meeting (JCM) in New Delhi.
The meeting observed the strategic partnership agreed upon by Indian external affairs minister, Salman Khurshid and Republic of Korea (ROK) foreign minister Yun Byung-se.
These issues include matters pertaining to political, security, trade, and investment, scientific and cultural spheres, as well as regional and international issues of mutual interest.

• India and Japan signed a pact for strengthening cooperation in the maritime sector. The agreement was signed on between Union Shipping Minister G K Vasan and his Japanese counterpart Akihiro Ohta , Minister of land, Industries and Transport and Tourism, Government of Japan during Vasan’s visit to Japan. Vasan and Ohta discussed issues related port-to-port exchanges, ports security and safety, shipping, ship-building and repair.

• Kolkata International Film Festival commenced from today only. The 19th eight day long carnival will screen 189 films from 63 countries at 13 venues. Late Bollywod director Rituparno Ghosh’s film will be premiered at festival. Also late legendary singer Manna Dey’s lyrics from his cult hit ‘Jibone Ki Paabo Na’ from a Bengali film has been taken as theme song for this festival.
This year’s festival focus is on South-East Asian films. Films from Indonesia, Singapore, Philippines, China, Malaysia, Myanmar and Thailand will compete for the award.

Awards and Honours
• Venezuela’s Gabriela Isler has been crowned as 2013’s Miss Universe. The 62nd edition of the beauty pageant was held in Moscow, Russia. 25 year old Gabriela is the third Miss Universe from Venezuela. Manasi Moghe from India made her way into the top 10 final but could not reach the crown.

Sports
• The Indian postal department has decided to release a stamp on cricket legend master blaster Sachin Tendulkar on November 14.
The special commemorative stamp will be released on the same day when the God of cricket will play his last 200th match at Wankhede Stadium, Mumbai.
According to the set of rules, the stamps are not released on living personalities but considering Sachin’s contribution to cricket world, the department has decided to release a stamp for the second time for a living icon. The fist stamp of this kind was earlier released for Mother Teresa in 1980.

Death
• Bollywood movie ‘Paheli’ based noted Rajasthani short folk story writer Vijaydan Detha, died at Borunda village in Jodhpur district of Rajasthan.
‘Paheli’ movie based on his story ‘Duvidha’, was the last film based on his work. Many films have been made on his folk stories. 87 year old Padma Shri and Sahitya Akademi awardee Detha was popularly known as Bijji. He has written more than 800 short stories.
He was also nominated for the Nobel Prize for his contribution for giving a modern touch to folk tales of Rajasthan.

Books
• Hyderabad-based writer Anees Ayesha’s book on the introduction to Urdu poetry was released at the Singapore Writers Festival. The book has been written in English. Zafar Anjum translated the book into English. Hyderabad-based 70 year old Ayesha is concerned to promote the Urdu language and appreciate its contribution to world literature.

• Former Army Chief General V K Singh’s autobiography has been released in New Delhi. The first trained commando to be promoted general and the first serving Indian military chief’s honest and remarkable autobiography entitled ‘Courage and Convictions’ has talked about his predecessor J.J. Singh who created his age controversy to disrupt his work in army.
